No. bcos, in the meaning of secularism “religion should have no place in civil affairs” is included.
In india, civil affairs are related to what religion people belong. different religions have different civil rights.
For eg- muslims in india can marry 4 women where as a hindu or christian cannot.
Public education system also is not free from religion.
For any govt. related paper, one should have to reveal their religion.
So, people are not 'equal' in india with different religion and answer is NO!.
But india is a country where anyone can believe in any god or religion.
